Regulated Market Committees

 In 1972 the Assam Agricultural Produce Market Act was passed by the State Legislative Assembly and from 1976 the Regulated Market Scheme was introduced in the State with the formation of State Agricultural Marketing Board and the Regulated Market Committees (known as APMCs in other States) at different places in the State with the objective of regulation of buying and selling of agricultural products to eradicate malpractices prevailing in the trade in urban, semi-urban and rural markets and also to establish an efficient marketing system, where the growers may obtain reasonable and competitive price and the traders receive a fair deal in trading. The purpose is also to establish a modern market yard, where scientific godowns for storage, platforms for auction of agricultural commodities, display yards, traders shop, banks and post offices, are provided with. The scheme has been implemented by the Assam State Agricultural Marketing Board through Market Committees established in different areas of the State

Constitution of the Regulated Market Committees

 Every Market Committee shall consist of the following members

  1. Agriculturist (Voters of Gaon Panchayat) - seven
  2. Traders with valid license - three
  3. Cooperative Marketing Societies - one
  4. Cooperative Bank - one
  5. Nominated by Government - one
  6. Local Authority - one
  7. Warehousing Corporation - one

Functions of the Regulated Market Committees

  1. Maintenance, management, control and regulation of the market yard.
  2. Regulation and control transaction in the market.
  3. Act as a mediator, arbitrator or surveyor in the matters of disputes.
  4. Control and regulation of the admission to
  5. The market, prosecution and confiscation of goods belongings to persons trading without valid license.
  6. Prosecution or defend or aid in bringing Prosecuting or defending any suit, action on behalf of the Market Committee or as directed by the State Government.
  7. Purchase, hire or Acquisition of land to serve the purpose under this Act, and
  8. Such other things as may be required for the purpose of achieving the objects and requirements of the Act, Rules and Bye-Laws framed there under.

Number of Regulated Market Committees(RMCs)

To protect the interest of the agriculturist and traders, the Govt. of Assam has so far constituted 24(twenty four) nos. of Regulated Market Committees (RMCs) all over the State, except the sixth schedule areas with 20 (twenty) nos. of Principal Market Yards (PMY) and 206 (two hundred six) nos. of Sub Market Yards (SMY).
